CanI Display, Title, Meta and Page ID's Using Database?

I want to thank you advance....

I was wondering how people use a Database to Give a Page of a Website it's Title, Meta and Id's?

Can someone please explain if that is possible....

Here is the issue, I am learning how to use Includes.... But the problem I am having is, if only the main content changes dynamically, but the header does not, then how does all the Title and Meta change?

You query the database and pass the values to the variables in the header file.
