A high page's code and a low page's code! what is it?

Howdy!
I read that "...a link higher up in a page’s code carries more weight than a page lower down in the code..."
What does it mean “a high page’s code”. Is there a low page's code then? How does it all look like? And what is it at all?

You could replace the words “high” and “low” with “early” and “late”, or with “closer to the top of the document” and “closer to the bottom”, i. e. an element that is “higher in the code” is an element that comes earlier and an element “lower in the code” comes later in the typical top-down reading direction. If you visualize an HTML document with, for example, 100 lines of code, an element at line 15 is closer to the top of the document (i. e. “higher”) than an element on line 78 (which is “lower”).
