Hello,
I have a background image that coincides with my web page. When I move the size of the browser around, the background image moves around with it. How can I position it to stay put so the image matches up with the images inside my wrapper (the banner and footer images)?

For example, I am trying to make it look as if the webpage is taped to the background, here are the comp pictures:

It does help to see the code your using. But here's a stab at it using your images:
