This is usually caused by a defective video card driver, check with the maker of your video card for updated drivers.

If you've already got their latest then you can see if an older version of their driver works better or replace that video card with one from a vendor that does a better job.

Some other things I've since thought of that you can try:
IE Menu > Tools > Internet Options > Advanced -- Turn off the "Smooth Scrolling" option.
Display Properties Dialog > Settings > Advanced > Troubleshooting -- Turn the "Hardware Acceleration" slider all the way down to "None". If that fixes the problem, try turning it back up a bit at a time until you reach the point where the problem reappears and then set it back down 1 notch.

Now that you know how to make your system usable, it's time to start griping to the video card vendor about their drivers. Try not to get abusive and you may be able to get their attention for long enough to get a fix.

So you have the latest version of DirectX and it appears you are running Win XP? What kind of graphics card do you have? Might be some kind of incompatibility between the two.

I don't think it has anything to do with DirectX. His original message indicates it's happening in Word which doesn't use DirectX. The point on the slider where he had to stop changes more than just DirectX, it just happens to affect DirectX more strongly than the other levels.
