Go to www.hotscripts.com and look for Content Management Systems (CMS). There are popular ones such as PHPNuke and PostNuke and many others.

the file has extension .tar.gz
Is this for windows?
If yes, how do I open this file?

WinZip works fine with .tar.gz as well. At least it does for me.
