Change colour of the scrollbar

I'm making a website using HTML and CSS.
Is it possible for me to change the colour of the scrollbar using CSS?

If not, is it possible with Javascript or ASP.NET?

Why are you wanting to do this? What browsers do you need to support? Did you mean you wanted to change the scrollbar color of a div or the actual browser scrollbar?
