Something is not right

What can cause this (attached) effect when scrolling on Firefox but not on Google Chrome....

Any idea's or short fixes welcome :confused: please.

Its a concept in dream weaver. Just wandered if there is any suggestions of what it could be . cant really post code atm for discretion purposes. .,
