My Dell Optical mouse has suddenly started to do weird things. When I resize a window, It freely moves it as opposed to dragging the corners and moving it. It also is kinda "sticky" its movement, that is.
Any tips? Suggestions?

What kind of surface are you using it on?
Optical mice don't work correctly on clear surfaces, or surfaces that are 1 color or highly repetivtive. If any of the above are true, it can't determine how much it moved correctly.

I'm using a mouse pad that came with the computer. Plastic, about 2cm thick, foam bottom, i've been using it for two weeks, no problems until now.

Well, it could be that you have gotten dirt on the lenses. I've had problems like this from that.
It's also possible, if you have a battery driven mouse, that the batteries are getting weak.

check the lens, as previously mentioned. Do the buttons stick on the mouse as well?
if not wireless, make sure cord is A-OK.
try mouse on different surface...that will let u know if problem is mouse or mousepad.
