How can i do this in Adobe Photoshop ??? And is there any tutorials that may help me to create these webgraphics?

A list of pixel art (http://www.google.com/search?hl=en&ie=ISO-8859-1&q=pixel+art+tutorial) tutorials. You have to check them out and see which works best for you.
