The image you showed us is a GIF file, created with a 3D editing software, like 3DSMax, or something similar. What do you mean how to edit the image? Just add in Photoshop and start playing with it...;)

well ive tried changing the colours in phtoshop, but it only changes certian parts, is there a place on here for graphic designers for free lance work?

Well if by style you mean the era of the car then I don't know.

But for the work itself it was probably made in 3DSMax, Autodesk Maya, or Cinema4D. (I put the list in that order just based on popularity of the programs.) Cars a pretty advanced thing to model.

Now if you have any of those programs and you have the original file for that model, and you want to edit it in Photoshop, it could be as easy saving it with an Alpha layer and/or adjusting the car material.

However, if that isn't the case and all you have is the image, you can still alter the color in Photoshop, it would just take a little more time.

close, i ment how to make it? would it be classed fully as a 3d (cartoon) car? things like that?

it is called a 3D car render, and most likely in 3Ds Max as someone has stated.

it is pricey to get someone to create a 3d model on the computer, so I would suggest trailing through the websites which sell '3d cad car models' and downloading an existing one... The more complex the car, the more it would cost.

What is this for exactly?

the word cheap and 3d rendering don't rlly go hand in hand as far as i know >< maybe derp around w/ 3d studio max yourself and get a feel for it, if your making a game, you gotta know the basic mechanics of all departments before you higher someone.
