Modem not detecting

hi

I have formatted a IBM pc 300 GL type system, with win98 os. now a BOCA type Powertel Netcruiser modem has been attached after a proper shutdown. now while restarting the system, its not automatically detecting the modem hardware. Then i tried with add new hardware option, add new modem option- everything says no hardware detected or no modem connected.
Even i manually installed the modem drivers with standard modem type with their respective driver floppy. all in vain.

What will be the problem?

Is this a hard set modem (irq and io set by way of jumpers on card???)

Also, do you have both Com ports enabled in the BIOS???

You may be dealing with a port conflict...

Before formatting, i was working with the same modem.
I just formatted the system and tried to install the modem
