Have just tried this, Hasn't solved the problem unfortunately.

Because i'm going to hand the site over to a friend who is not so good with computers. It made sense to put the site nav into a seperate frame, so that she won't have a chance to mess up the links etc.

I'd recommend you to use a server side language like PHP or Server Side Includes (http://en.wikipedia.org/wiki/Server_Side_Includes) to include the files (http://php.net/include) in suitable locations or
