I want to create an online test application where the front-end is created either using c# or Java(which displays Questions and 4 choices) and the back-end can be SQL, html etc..(which retrieves the questions and choices from the repository).
Is this possible to create this kind of app? If so please help......

it's called a webapp- or a "spiffy website" ... the front end is the HTML part and also includes CSS- if you want to go further and make it pretty* and dynamic add in javascript as well... the serverside end would be the C# or Java- the database would be the SQL part- back end could be considered (IMO) the serverside script or the DB (depends on how you look at the system) I look at the serverside script as the middle and the DB as the backend.... either way you are looking to make
C#: C#.net (.aspx pages)
Java: JSP

My app should run on windows as a .exe file (not on any web browser).
That app should retrieve the questions from the database which would reside in the same system.
What should i do to create this kind of app?
Can someone explain it briefly?

you might want to look at a windows forms app (http://tripous-net.com/CSharp_WindowsForms.html)
