Redirecting a visitor after page reload

People will visit my website and read the current webpage containing a terms of service. The page asks the visitors to reload their browser afterwards.

Upon reload, I want the page to redirect to a different one. This can be done through IP or cookies, but I'm not sure how.

So basically:
First visit --> Site A
Second visit (a page reload) --> redirected to Site B

There has been a couple of threads almost identical to this over past couple of months - I solved one of them and the other was solved almost identically.

Cookies are a pretty simple concept - they do what they say on the tin. You want to check for your cookie - if its there, the person has been on the site before. Otherwise, they haven't.
