submit e-mail

Hi. I know you can use <forn action="mailto:"> to submit e-mail. Is there another way to submit e-mail? I'd like the user fill out a form, format that information, then send off the e-mail. Is it possible?

To format that information would probably want to use a server-side language such as PHP.
