Tabbed navigation?

Isn't tabbed navigation all done with CSS and then maybe some JavaScript for onMouseOver or onMouseOut for the actual top buttons?

That menu is styled with CSS but the drop is done with JQuery. Disable js and the drops don't work anymore.
