Image Structure Advice Needed

I had come across this image and would like to design a two tier bar such as this. But after failed attempts in Photoshop, I am stumped on how to create an object like the one that follows.

Can anyone give me some pointers?

in photoshop, use the layers to create your image.
for instance, you can put on the 1st layer the yellow glossy line, the 2nd layer put the grey lines, the3rd put the greyish line style pattern (below the yellow line), on the last layer put the 100% black background.. etc
