An image layer as in adding a new layer to your page, that contains nothing but images?
Is that right?

The best thing to do is provide a link to an example or your page like Tonz said. But i have a feeling (wich is probably 100% WRONG) that you are talking about an Image Map Were people can click on your image and go places depening on were they clicked on the image.
