Make it so browser auto-redirects?

Hi I'm a newb programmer. This seems like a simple question but I'm wondering if it's possible to make it so that, whenever somebody using my computer goes to ,say, youtube, instead the browser opens an html file from my desktop.

Not with JavaScript, at least. You’d probably have to edit the hosts file on your computer or change some DNS setting. I’m going to move this to computer programming.
