Looking for member shout box

Hey there again it's me the coding php nooblet! Haa, anyway is there a script out there that is via php and it only allows members to chat. Heres an example of what i am talking about:

I been googling different specific titles to get what i want and i cannot seem to find one that best fits that sites shout box..

I'd look through what's available at hotscripts.com. They have a large selection of free and non-free scripts. That would be a more focused search rather than what google would produce.
