Limiting network access to one website with a browseable Iframe

I have a unique problem that has presented itself.

I need to allow access to only one website which will display a location within the page itself to browse the internet. I assume that the Iframe would be the best option for the in page browsing but how do I push users to a permenant page upon connection to the network and then force disconnect if browser is closed?
