Image Border over Javascript Google Maps API

Trying to lay an image over a Google Map implemented through their Javascript API. I have the map sized and positioned in the right spot but cant get the image to sit on top of it. Any ideas?

not an overlay actually. it would be an image border or frame for the map as a part of the design. the map itself has a margin around it and then ideally the frame (with a transparent png center) would sit around the map.
