local town footer cramming and seo

i'm building an attorney site and i'd like to know if you think its beneficial or harmful to cram all the local towns into the footer of the website like on this site (http://www.brynnlawoffice.com/PracticeAreas/Motor-Vehicle-Accidents.asp)???

i personally do not like it- but it is really up to the client... i would ask
