blockquote::hover isn't

Blockquote::hover works fine inline, but when I use it in a .css file nothing happens. a:hover is not present. Css file is http://kg4tac.net/Blo.css, html is kg4tac.net. Trying to get the blue blockquote that says 'Click to validate' to change during hover.

Since the same css works inline, I am assuming that It is something in how it is setup in the css file.

Any help is apprecaited. Been on this for hours tonight.
