Beginner Href

I've tried to make a menu, and ofcourse i linked to the CSS File. But my #navbar for the menu aint working?

<div id="navbar">
in the HTML
and

#navbar {.......}

in the CSS

But it doesnt seem to work :(
Hope somebody is able to help :p
