Mobile My Clients Websites - Conversion Tool Implementation and Site Design

I need a site similar to bmobilzed.com (Will need a different/original website design/layout)

Would be Free Web to Mobile Website Conversion tool/website, which would be fully automated simiarl to a image hosting website but for mobile websites instead of images!

Features the Site Must Include:

-Full Automated/Instant converison of client's sites from web to mobile format to subdomain of two preseleted Domain Options. **Important; If possible add a "powered by mysite.com branding"

On this "results" page would need an "View HTML/CSS coding" feature and that can be unlock for a Fee, If fee is not paid HTML/CSS coding display is DISABLED and right click protection on.

-DNS Control Intregration
-Admin Panel Backend
-Simple Forum and/or Support System Installed (Open source fine for this)
-Paypal API intergration

Optional Features:
Development for a custom API of the site's services/features
Client Account Creation

Do you have an algorithm for the actual conversion process, or would that need to be designed and created as well? If it needs to be designed and written, do you have a set of rules (written) to apply to the conversion process? Any idea of how that conversion will work?

I ask because all of your other requirements is a no-brainer job for any competent web developer. The conversion itself, not so much. That piece is probably at least 50% of the total work. Kind of like building a car-- the interior, chasse, and body is one thing, the engine is another. Both pieces are important, but the engine is really what matters.

I dont have the algorithm, but I would like it to work exactly like this:
http://www.google.com/gwt/n but with the additional features I listen above? Does this help, or is it not possible to adapted this existing Gooogle tool without seeing the backend??

Would I need an PHP HTML Parser script? Or, Is this totally something different??
