I'm using phpmyadmin to manage a database and a client would like access so they can download a user generated list from time to time. I know phpmyadmin has that functionality, but is there some other type of program or a way to give them access without worrying about them accidently deleting records/tables while they're in there? An app that just exports the database even?

A PHP (or other server language) script can do this sort of thing pretty easily. You could probably even set up a MySQL command to export, but the level of control you have on the output format is limited to what MySQL offers.

I've searched for some ideas and thought about just programming something in PHP that spits out the database in a table format on a password protected page, but that just seemed like a lot of work considering MS Excel export is built right into phpmyadmin. I'm surprised there isn't some kind of basic option to be able to just export files without messing around with the tables.

It's built right into phpMyAdmin because someone coded it. Since PHP isn't compiled you can even look at how that code works; phpmyadmin\libraries\export\csv.php is the csv export module.

You may also want to look into using mysqldump for this job:
