If I select this site to try to assist (http://dannycremers.com/kkk/testest.html)a an OP I find that I can pull the various divs around with my mouse. Also I find that if I use F5 over and over, the resulting display is different everytime.

Any suggestiiond or advice, I do not remember ever having this before. My default browser is FFox 4.

They are using the "draggable" plugin of Jquery (a javascript library ), see http://jqueryui.com/demos/draggable/

It's all for the interface design. Check the other links in the left sidebar of that page. There are many such items like accordion, slideshow, tabs etc.

BBC had changed their home page to a set of draggable/"closable" widgets where the user's can alter the layout based on their priorities. It seems like they removed the effect now, but still they have many dynamic effects at http://www.bbc.co.uk/. Have a look at http://www.google.com/ig too.
