Hiring: Website that Hosts Documents/PDFs

I am interested in hiring someone to help me create a website that simply organizes a few hundred files (mainly PDFs and .doc) in separate sub sections and allows users accessing the site to download certain files for free and others for a charge.

I am still collecting/organizing all the required documents that I wish to host, so the website construction doesn't need to start for a month or two, but I figured I'd start looking for a good designer and a reasonable price.

Other specifics: users are required to have/use a school email account in order to register and access documents, a search bar, terms of use section, requests/comments section, the ability for users to upload documents, possibly a system that awards a free download for every few uploaded documents
