I have a country map with regions outlined on a webpage. I want to make each region a seperate image and/or link. Taking a map of the US as an example, making each state a seperate image and/or link. Can anyone advise on what tool(s) is/are best to use to achieve this?

Something along that line yes, where each state would be clickable as a link, though not necessarily as a seperate image.

I would look heavily into a program called xcelsius
it can export out to .swf and work nicely with a webpage
It's can pretty much do anything with a map you would ever need

I know that you can use photoshop to slice the image and it will even do the HTML for you.
Then just make each slice a clickable link and you should have exactly what you wanted.
