You have to:

- learn web design (Photoshop, Illustrator, things like that)
- learn HTML (XHTML, HTML5)
- learn CSS
- learn JavaScript
- learn AJAX
- (optional) learn a server-side language and a database management system

JQuery is irrelevant in this equation. JQuery is a JavaScript library (one of several - like Prototype, MooTools, Google API, Yahoo API, etc). You may use it or you may code straight in JavaScript with better results, because JQuery is JavaScript. Nothing more. nothing less. But until you learn JavaScript, you will not be able to understand how to work with JQuery.

yer i do now html and css and javascript i wonded if there was an demos around or somone else has done somting like that

There might be. But in this case you should be more descriptive when you are looking for a precise effect. A "page like this" and "scroll down the page" are insufficient clues. What effect, exactly, do you need? Which one? (that document has several effects there)

ok i been doing my search

i done what i can its here tazfan.co.cc/indexjs.html
i have used
http://www.ndoherty.biz/demos/coda-slider/2.0/ and http://plugins.jquery.com/project/HoverImageText

but for some reason the hover on iamge stuff is not working is some javascript on one off them stoping the other form working eg the text it not showing when an user hovers over an iamge


and i am trying to get an portfolio demo like the one on the page i first link to

The path to your jquery.hoverimagetext.js seems to be wrong.
Your other .js files are in http://www.tazfan.co.cc/javascripts/
