Twitter style page loading?

Basically i want an mp3 player across the top of a website, the problem: when the page reloads the player resets. Ive noticed twitter top bar doesn't reload, the page just loads under it, how can i achieve something like that?

Basically like an iframe but not using an iframe.

But please provide a website that does work without JS, too (i. e. make it so you’re not relying on JS alone to load the pages). I can’t stand it if a site is unusable without JS just because of some trivial fancy effects.
