CGI teammanship

I need someone who knows CGI to help me build a review board for my fanfic website. I know what it is I want and how I want it to function, but I haven't the faintest understanding of PERL, and I have tried in the past to learn. I am totally immune to PERL knowlege. However, if you've managed to pick up how it operates then lets rap, whatdaya say?

Could you enlighten as to which is which? I guess the simplest way to explain this are the review boards that come up at fanfiction.net. It's not going to be for EVERY new story, but for writers. Email me at mattylvr@hotmail.com, and we'll go over it.
