Does anyone here is an expert at SEO? My client wants to do it but since I don't know it I thought I will forward it to someone who knows it. How much will it cost to make a site SEO optimized. It requires some PHP skills for modifying URLs. He has backlinks only from 1 site and is currently ranking number 1 for a smaller geo region. He wants to rank number 1 for a larger and much competitive region. Let me know your quotes.

I think the better answer is what you ask for isn't a coding project and isn't something that can be done using a simple formula-- it's kind of a mysterious art and results can never be guaranteed. Those who guarantee results are using unethical techniques to get them.
