jQuery.Localscroll implementation

Happy New Year!

Please excuse the rather simplistic question. My usual developer is on holiday, and I am trying to implement Ariel Flesler's LocalScroll plug-in on a new site. Sadly, I'm not too familiar with the jQuery framework, so I am probably doing something fundamentally wrong.

The site in question is at: http://www.graememiller.com/new/

I want the header (and Nav) to remain static whilst the anchors should scroll the DIV's below to the appropriate position - depending on the link selected - I hope that makes sense.

Can anyone see where I am going wrong?
