100% Height - Expand to fill browser - but too big!

Hello all -

So, in order to get my design to fit the whole page I've used the HTML height:100% attribute and then have a wrapper for my page with 100% in order to have the design fill and flow, pushing the footer to the bottom no matter what the height. However, it is always a little too big, a little too long, as though the design is always pushing an extra length or two down. I've tried several fixes and changes, but I'm not sure what I'm missing. It's not the end of the world, but would be nice if it worked that much better :)

So why don't just reduse min-height of wrapper div, for example to 80%?

because then at some point, depending on how large your browser is, the footer will float above the bottom of the browser, instead of sticking to the bottom.
