html page always on the lowerest line

anyone can tell me how to make scroll bar of a page always on the lowerest part so I can view the bottom part of a html page

There is someone introduce me working it by html a tag like
<a name="bottom"></a>
and the call the page by
page.html#bottom

But I like to know it in js
