Create your portfolio on professional social networks and look for some work on marketplace sites like Elance, Odesk, Guru etc. This helps you to find some work.
Good Luck

Approach web development companies, and show your portfolio. The may outsource their work to you.

I freelance as well, when i am looking for work i look at elance, vworker, or getafreelancer they are all flooded with other freelancers, but if you build up your reputation, charge cheap, and write and understand english you can do well.
I at times outsource too, i usually stick to vworker. I have been with them for about 9 years.
Build your portfolio, that is the number 1 thing to do, then once you get that established, start posting bids on the different freelancer sites and see what happens.
Me personally i like vworker the best, the funds are escrowed, you dont pay a membership fee, the fee comes out before you get paid so you dont pay anything and they deposit straight to your paypal account.. and you get ratings building up your rep
