not confused if today is 10-11-2010 and my billing date is 10-15-2010
and alter is show in 10-11-2010 billing date is coming on 15th date

Again, your explanation of it isn't getting across to me, as English obviously isn't your first language. Are you saying you want to show some sort of notice on a page 4 days before a billing cycle comes up? If so, basically:

if (strtotime('-4 days', strtotime('2010-10-15')) < time()) {
// show notice
}

Notice the order of the timestamp, its important. 10-15-2010 won't work.
