Can anyone recommend a free website where I can resize gifs (I dont own photoshop). I curently have a stack of gifs which are 90px x 30px, i want to make them around 150px by 50px.

Also, will doing this result in a loss of quality?

Try picnik (http://picnik.com/). And yes, increasing the size of a raster graphic always results in a loss of quality because the program has to add pixels from (almost) nothing and guess how it could look.
