Downloading programming tool?

I use Visual Basic. I want to make an application for downloading. I have also search for sample code to many programming site and also for programming tools. But could not find. Do you know some?

Well for programming tools for Visual Basic there is the Visual Basic Express that is a free download from Microsoft. It is an IDE for developing VB apps.

As for an "application for downloading" could you describe in more detail what that means?
