Flash question?

Is it possible in flash to have a just a picture displayed on a website and like when a visitor visits the page and hover their mouse icon over certain parts of that picture that a dialog box opens within the picture and gives details of that certain item their mouse icon was hovering over?

If this isn't the best approach to doing this what other methods would be better?

yes it is possible, but you dont have to use flash to do that either...you can also use Dreamweaver and create hotspots on the picture.

I suppose but i kinda wanna add effects to it. Like have a green glow or something. Or is it possible to do that as well?
