I have like very,very little exp. in html coding but do have the basics down. I have an operational form emailer but I want to be able to limit the number of submissions. For example, after 50 submissions I want to be able to stop the submissions so that the 51st person wouldn't be able to send the form. I have no idea of this is a server-side script or a client-side script or any idea about how to do this.

This requires a server-side script.
Client-side scripts are only working within the users session, and cannot access information on what other users have done.

You could code this in PHP and set up a MySQL database. Then use phpMyAdmin and just set up a submission count table. Then on form submission, use a query to check to see how many submissions there have been, and if it is less than 50, update the new total. It would be a nice PHP/MySQL project to get into if you have no experience.
