took computer apart ... replugged in power-on ribbon... computer worked... packed cables in a bit to close shell and tried to power on again...but it won't now. I touched metal bench before touching computer but it now seems to me this wasn't sufficient.... it needs to be something connected to ax ground, right? so assuming I fried something how can I check? with some 10 dollar electricians tool? is the most typical scenario just a fried cpu? art about formatting ... this is from mobile device.

The first think you need to do is make sure all of the cables are seated tightly.

This is a laptop right? Since it was working, it is possible that as you closed the case back up one of the FPC (Flexible Printed Circuit) cables came loose or some other cable. Open it back up and make sure everything is connected and try to power it on again before putting the case all back together.

That is seams a cable problem. Check your power cable with a multi meter. You may google for find good article about using multi meter.
