Should we always use a CSS reset? or just in certain cases?

I've read using * { } is no good for large websites as it applies it to every rule, thus slowing down the page. That was something i previously added to all sites i developed.

I think something that targets the separate elements rather than blankets all of them is better. Look into using Eric Meyer's reset. He has a few of them. I use reset reloaded on a few sites. I found this article interesting.

What Aero said. In the end, in any design, reset will give you much better control over design.
