dynamic block visibility w/css - no js

i'm having trouble doing some display/positioning magic using css. i wrote a javascript solution for it which works, but i want to do this entirely in css -- no dhtml.

Maybe a little more information and a visual of some sort (link, screenshot, etc...) would help? What kind of magic are you trying to pull out of the hat?
