Ok so I have tried ZA, and according to their tech support they do not offer this in their software.
I am looking for a firewall, or it could just be a program that does this only, that allows me to connect to it from my network (say go into the browser and type 192.168.0.5:56 and get a control page), and from there be able to not only configure it but immediately disable/enable web access to port 80 or any other port for that PC.
Any ideas of something like this for windows?

Smoothwall (http://www.smoothwall.org/) can do this. You can define any outbound firewall rules you want pretty easily.

Hmmm I only see source downloads, has anyone tried to make this work on Windows with MingW?

It is a firewall appliance, it isn't a singular program. It requires a dedicated computer. The installer installs, the OS and everything. It is basically a very customized Linux distro for a very specific purpose. You don't need a beefy computer either, for home use anyways. Mine runs on a Pentium II 333MHz computer.
You can do a lot of cool stuff with it, you have multiple zones like for a DMZ and one for your wireless versus the rest of your network. It also can serve as the DHCP, DNS and NTP servers on your network. There is also a mod I wrote for it that lets you track your bandwidth usage per PC or groups of PCs. It also has a proxy server and an IM logger built in too that you can turn on.

Oh ok, well thanks, it looks like a sweet little app!! With all the features really. Unfortunately I need a single windows app to run on a single machine and only work for that one and none else. I don't have the extra cash right now, nor do I need right now, a separate firewall PC. But I will keep it in mind and go ahead and download for the future. In the next couple of years when I connect my two networks to one in the neighborhood (The school and the house), I need a proxy server to run users and the such, and I think I saw that this will work for that.
But for right now it's a little too much for what I need. Thanks oracle. Does anyone know of a simple Windows app that does just that? Runs a web based config that I can call from a browser and shutdown port 80 for just that pc it's running on and none else?
