Overlaping Javascript Elements Help

Hey All,
So im am putting together a website where i will have two javascript elements close together a simple drop-down navigation bar and an image viewer.
The only problem is that when the drop down menu appears it is cut off by the image viewer and doesnt display in front of it.
Does anyone know a line of code or solution to this?

the z-Index of the menu needs to be greater than the photo but as both a nested in a the same table element this will still be in effective.

Do not use tables or a least use two tables with the first having a greater z-Index than the second(position:relative will also be required)
