How To Code This?

Okay so on websites like fmylife and givesmehope they have sections where you can vote on upcoming stories. How do I create something like that, how do I make random entries pop up every time to be voted on? Also how do I make it so the newest entry that is submitted automatically goes at the top of the page?

You want to post in the Javascript forum. For the voting part, I think this requires a database and PHP.
