I wish to have the bottom frame expand to full height of content.

why... well client wants menu in top frame with music ! ok ok not good i head but thats what they want until they see it is not so good! until then...

<frameset rows="40,*" frameborder="NO" border="0" framespacing="0">
<frame src="header.php" name="Frame1" scrolling="NO" noresize>
<frame src="Bottom.php" name="Frame2" scrolling="NO" noresize>
</frameset>

I wish to have Frame2 expand without having the scroll bars within the webpage, but allow them to scroll with the standard scroll bars where they are normally located.

how can i do this?

I reaaally suggest you learn proper CSS it will help you lots!
All modern web designers use CSS.

http://www.w3schools.com/css/

<frameset style="height:100%;overflow:auto;" rows="40,*" frameborder="NO" border="0" framespacing="0">
<frame src="header.php" name="Frame1" scrolling="NO" noresize>
<frame src="Bottom.php" name="Frame2" scrolling="NO" noresize>
</frameset>
I think this should do it, but I can't really check because you didn't give me the link to the page your working on.
